【전북교육신문】전북특별자치도는 1일 부안 소노벨 변산에서 ‘제3회 전북포럼’을 개최하고, 전북의 자원을 지속가능한 지역성장의 새로운 가치와 기회로 연결하기 위한 방안을 모색했다.
도와 부안군이 공동 주최하고 전북연구원과 전북경제통상진흥원이 주관한 이번 포럼에는 국내외 전문가와 관계기관 등 300여 명이 참석했다. ‘지속가능한 지역성장의 새로운 모델을 열다’를 주제로 기조·특별연설과 라운드테이블, 주제별 세션 등을 통해 전북의 미래 성장전략을 논의했다.
1일 행사는 고정삼 경제부지사의 개회사와 권익현 부안군수의 환영사를 시작으로 기조·특별연설, 라운드테이블 순으로 진행됐다.
기조연설에 나선 전의찬 세종대학교 교수는 전북이 가진 자연·산업자원의 가치를 조명하고 이를 새로운 성장동력으로 발전시키기 위한 방향을 제시했다.
특별연설에서는 마헤쉬 프라단(Mahesh Pradhan) 유엔환경계획(UNEP) 동아시아해양조정기구 협력관이 블루카본을 활용한 탄소중립 실천과 생태자원의 경제적 가치 창출 방안을 제시했다. 이어 매리언 맥냅(Marion McNabb) 미국 콜로라도주립대학교 대마연구소 소장은 미래 바이오 분야에서 헴프가 가진 가능성과 산업화 방향을 소개했다.
라운드테이블에서는 국내외 전문가와 고정삼 경제부지사 등이 참여해 지속가능한 지역성장을 위한 지방정부의 전략과 전북의 고유한 자원을 지역경제와 도민의 삶에 실질적인 변화로 연결하기 위한 방안을 논의했다.
오후에는 논의를 구체화하기 위한 주제별 세션이 이어졌다. 세션Ⅰ에서는 ‘기후위기와 지방소멸 극복을 선도하는 전북형 블루 이코노미 모델’을 주제로 해양 탄소중립의 국제적 흐름과 블루카본의 가치, 해양생태계 기반 경제모델의 발전 가능성을 다뤘다.
세션Ⅱ에서는 ‘글로벌 생명경제의 신성장 동력, 새만금 헴프’를 주제로 주요국의 헴프산업 동향과 규제혁신 사례를 공유하고 새만금을 중심으로 한 산업화 전략을 논의했다.
이와 함께 새만금 정책포럼과 전북 물포럼, 에너지 정책포럼 등 도정 핵심 현안과 연계한 세션도 마련해 새만금과 물, 재생에너지 등 전북의 주요 자원을 지속가능한 성장동력으로 발전시키기 위한 전략과 향후 과제를 모색했다.
고정삼 전북자치도 경제부지사는 “기후위기와 산업전환이 빠르게 진행되는 상황에서 전북이 가진 고유한 자원과 역량을 어떻게 활용하느냐가 중요하다”며 “오늘 제시된 국내외 전문가들의 제안과 논의를 바탕으로 전북의 강점을 실제 정책과 사업으로 연결해 나가겠다”고 말했다.

On the 1st, Jeollabuk Special Self-Governing Province held the 3rd Jeollabuk Forum at Sonobel Byeonsan in Buan to explore ways to connect the resources of Jeollabuk to new values and opportunities for sustainable regional growth.
Co-hosted by the province and Buan County, and organized by the Jeollabuk Research Institute and the Jeollabuk Economic Promotion Agency, the forum was attended by over 300 domestic and international experts and related organizations. During the roundtable discussions, domestic and international experts, along with Vice Governor Go Jeong-sam, discussed strategies for sustainable regional growth and ways to connect Jeollabuk's unique resources to substantial changes in the local economy and residents' lives.
In the afternoon, thematic sessions were held to further elaborate on the discussions. In Session 1, the topic was "The Jeollabuk Blue Economy Model Leading the Way in Overcoming Climate Crisis and Local Extinction," focusing on the international trends of marine carbon neutrality, the value of blue carbon, and the potential development of an economic model based on marine ecosystems.
In Session 2, the theme was "New Growth Drivers of the Global Bioeconomy, Saemangeum Hemp," where the trends in hemp industries of major countries and cases of regulatory innovation were shared, and industrialization strategies centered around Saemangeum were discussed.
Additionally, sessions were organized to address key provincial issues such as the Saemangeum Policy Forum, Jeollabuk Water Forum, and Energy Policy Forum, aiming to explore strategies and future tasks to develop Saemangeum, water, renewable energy, and other major resources of Jeollabuk as sustainable growth drivers.
Vice Governor Go Jeong-sam stated, "In the rapidly changing landscape of climate crisis and industrial transformation, it is crucial how Jeollabuk utilizes its unique resources and capabilities," adding, "Based on the proposals and discussions presented by domestic and international experts today, we will connect Jeollabuk's strengths to actual policies and businesses."
