Jeonbuk SAT Scores, Decline in Math and English Rankings... "Urgent Support Needed for Students in the Middle and Low Ranks"
Analysis shows that the proportion of top rankings in math and English in the college entrance exam scores in the Jeonbuk region has declined, and there is an urgent need for support for students with poor academic performance. Kwon Hyeok-seon, the chairman of the Korean Association of Secondary School Teachers, stated that the entrance exam strategy that relies on an education system centered around the top rankings and regional talent selection needs to be reevaluated based on the comparison and analysis of college entrance exam scores from 2022 to 2026.
Chairman Kwon compared the distribution of test-takers by region and the grade proportions of Korean, math, and English based on the analysis results of the College Scholastic Ability Test (CSAT) by the Korea Institute of Curriculum and Evaluation. The data focused on current students excluding graduates, and examined the distribution of not only top-ranking students but also mid-range and low-performing students.
According to the data, in 2026, the proportion of top grades in Korean in Jeonbuk was 2.3%, lower than the national average of 3.4%. Although it increased from the previous year's 2.1%, its ranking dropped from 9th to 10th place. The combined proportion of grades 1 and 2 was 6.1%, ranking 10th, and the combined proportion of grades 3 and 4 rose from 13th to 12th place compared to the previous year. On the other hand, the proportion of grades 8 and 9 was 16.3%, the third highest following Gyeongsangnam-do and Gangwon-do.
There was a noticeable decline in the top rankings in math. The proportion of grade 1 in 2026 was 1.8%, falling short of the national average of 3.0%. Although it slightly increased from the previous year's 1.7%, its ranking dropped from 6th to 12th place. The gap with the national average also widened from 0.6 percentage points to 1.2 percentage points from the previous year. The combined proportion of grades 1 and 2 was 6.9%, ranking 10th, and the combined proportion of grades 3 and 4 was ranked 13th.
A decline was also observed in English. The proportion of grade 1 decreased from 3.4% in 2025 to 1.5% in 2026, and its ranking dropped from 10th to 13th place. Although the national average also decreased from 4.8% to 2.5% during the same period, Jeonbuk's relative ranking decreased further. The combined proportion of grades 1 and 2 in 2026 was 10.6%, ranking 13th, and the proportion of grades 8 and 9 was 7.7%, the second highest in the country.
Chairman Kwon emphasized the need to consider not only the average score difference with Seoul or the gap between the top and bottom schools within the region but also factors such as the urban-rural mix in the region, school size, and student composition for a fair comparison. He also pointed out the necessity of analyzing the impact of Sangsan High School, a self-managed high school at the national level, on the top-ranking performance in Jeonbuk separately.
He particularly highlighted the need for learning support and career guidance for mid-range students with grades 3 and 4. These students often prepare for both college entrance exams and university entrance exams, so schools need to provide guidance on the appropriate direction for further education based on students' achievement levels. The focus should be on supporting the learning and career paths of mid-range students rather than solely concentrating on top-ranking performance, which is considered an important task for public education in Jeonbuk.
Chairman Kwon discussed the underlying causes of poor academic performance, such as an education system that favors top rankings and internal assessments that emphasize high discrimination. He also pointed out the issue of mid-range students struggling to navigate between college entrance exams and university entrance exams, as well as the weakening academic atmosphere after the submission of college applications. He stressed the interconnectedness of internal assessments and college entrance exam scores, stating that there is a greater need for qualitative considerations regarding achievement evaluations in Jeonbuk's education system.
He also suggested a reevaluation of the entrance exam strategy that focuses on regional talent selection in the field of life and natural sciences. The analysis indicates that over-reliance on specific selection criteria has reduced the diversity of the education system and limited its ability to adapt to educational changes. However, Chairman Kwon clarified that while the analysis identified a correlation between specific policies and changes in academic performance, it does not confirm a direct cause-and-effect relationship based solely on college entrance exam results.
Chairman Kwon proposed a shift away from problem-solving-centered learning towards teaching and evaluation methods that elevate students' actual achievements. He recommended providing support for mid-range students in setting their educational paths and helping students with poor academic performance recover their basic skills. He also emphasized the need to evaluate the outcomes of existing academic improvement policies for different student groups.
He concluded by stating, "The analysis of the 2026 college entrance exam results should serve as a new starting point for change and challenges in Jeonbuk's education," expressing his hope for greater optimism than anxiety in the future of education in Jeonbuk.
