전북특별자치도가 ‘여성과 아이가 안심하고 살 수 있는 지역’을 목표로 여성·아동·가족 분야 전반에 걸친 지원 정책을 본격 추진한다. 돌봄 확대와 수당 인상, 폭력 예방 강화 등을 통해 전 생애주기를 아우르는 촘촘한 복지체계를 구축하겠다는 구상이다.

도는 ▲성평등 사회 조성 ▲아동 돌봄 강화 ▲가족 지원 확대 ▲맞춤형 복지 서비스 등을 핵심 과제로 제시했다. 여성의 경제활동 참여 기회를 넓히기 위해 직업교육훈련 대상을 ‘구직 여성’에서 ‘모든 여성’으로 확대하고, 취업 성공 시 10만 원의 취업성공수당을 지급한다. 디지털성범죄피해자지원센터 상담 인력을 확충하고, 스토킹·교제폭력 피해자에 대한 신변보호 장비 지원과 기관 간 공동 대응도 강화한다.

아동수당은 지급 연령을 9세 미만으로 확대하고, 지급액도 월 10만 원에서 최대 13만 원까지 인상한다. 인구감소지역 아동에게는 추가 지원을 통해 지역별 차등 혜택을 제공한다. 지역아동센터 야간 돌봄은 자정까지 연장하고, 연장돌봄 운영 개소도 61개소로 확대한다. 긴급 상황 시 누구나 이용할 수 있도록 공적 돌봄 기능도 강화한다.

한부모·위탁가정 지원도 늘어난다. 가정위탁아동 양육보조금과 한부모가족 아동양육비, 복지시설 생활보조금 등이 인상되고, 아이돌봄서비스 정부 지원 기준과 시간도 확대된다. 결식우려 아동 급식 단가 역시 1만 원으로 오른다.

일·가정 양립 문화 확산을 위해 남성 육아휴직 장려금 지원 대상을 대폭 늘리고, 가족친화기업 컨설팅과 부모교육 프로그램도 확대한다. 이와 함께 공공형 실내 어린이 놀이시설 3개소를 새로 조성하고, 어린이 체험관에 AI 기반 체험 콘텐츠를 도입해 창의력 교육도 강화할 계획이다.

김관영 전북자치도지사는 “여성이 안전하고 아이가 행복한 지역이 진정한 살기 좋은 곳”이라며 “돌봄 사각지대를 해소하고 가족 모두가 든든하게 지원받을 수 있도록 정책을 지속 보완해 나가겠다”고 밝혔다.

Jeonbuk Special Self-Governing Province is actively promoting support policies across the board for women, children, and families with the goal of creating a "region where women and children can live safely." The province plans to establish a comprehensive welfare system that encompasses the entire life cycle through measures such as expanding care services, increasing allowances, and strengthening violence prevention.

The province has identified key tasks such as ▲ creating a gender-equal society ▲ strengthening childcare services for children ▲ expanding family support ▲ providing customized welfare services. To broaden women's participation in economic activities, the province will expand the target of vocational education and training from "job-seeking women" to "all women" and provide a job success allowance of 100,000 won upon successful employment. They will also increase counseling staff at the Digital Sexual Crime Victim Support Center and enhance support for stalking and dating violence victims, including providing personal protection equipment and strengthening inter-agency responses.

Child allowances will be expanded to children under the age of 9, and the monthly amount will be increased from 100,000 won to a maximum of 130,000 won. Additional support will be provided to children in areas with declining populations to offer regional-specific benefits. Nighttime childcare services at local child centers will be extended until midnight, and the number of extended childcare facilities will be expanded to 61 locations. Public childcare services will also be strengthened to ensure that anyone can use them in emergencies.

Support for single-parent and foster families will also increase. Childcare subsidies for foster children, child-rearing expenses for single-parent families, and welfare facility living support will be increased, and the government's criteria and hours for idol care services will be expanded. The per-meal cost for children at risk of malnutrition will also increase to 10,000 won.

To promote a culture of work-life balance, the province will significantly expand the target recipients of encouragement allowances for male parental leave and expand family-friendly company consulting and parent education programs. Additionally, three new public indoor children's play facilities will be established, and AI-based experiential content will be introduced at children's experience centers to enhance creativity education.

Jeonbuk Governor Kim Gwan-young stated, "A region where women are safe and children are happy is truly a great place to live," adding, "I will continue to improve policies to eliminate blind spots in care and ensure that all families receive solid support."
