전주시가 ‘완주 상관~전주 색장’ 구간 외곽순환도로 예비타당성조사를 앞두고 전북특별자치도, 지역 국회의원, 전북연구원과 함께 공조체계를 구축하며 총력 대응에 나섰다.

해당 구간은 전주·완주를 잇는 외곽순환도로의 마지막 연결축으로, 완공되면 총연장 51.5km 규모의 전주 외곽순환도로망이 완성된다. 외곽순환도로는 도심 교통량을 외곽으로 분산해 교통 혼잡을 해소하고, 인접 시·군 간 접근성을 높이는 핵심 교통 인프라로 평가받고 있다.

현재 완주 신리~전주 용정~용진 37.5km 구간은 개통돼 운영 중이며, 전주 용진~우아(색장동) 9.9km 구간은 2029년 준공을 목표로 공사가 진행되고 있다. 그러나 완주 상관~전주 색장 4.1km 구간은 아직 착수되지 않아 외곽순환망 기능이 완성되지 못한 상태다.

전북특별자치도와 전주시는 2022년부터 해당 구간을 국도대체우회도로로 제6차 국도·국지도 건설계획에 반영해 줄 것을 공동 건의해 왔으며, 그 결과 2025년 1월 기획재정부 일괄 예비타당성조사 대상사업에 선정됐다. 현재 기획재정부와 한국개발연구원(KDI)이 예비타당성조사를 진행 중이며, 통과 여부가 사업 추진의 최대 분수령으로 꼽힌다.

이에 따라 지역 국회의원들은 국토교통부와 기획재정부를 상대로 사업 필요성을 설명하며 정책적 지원을 요청하고 있고, 전북연구원은 광역 교통체계 구축과 국가 균형발전 측면에서의 타당성을 보강하고 있다. 전주시의회도 조속한 추진을 촉구하는 건의안을 채택해 정부와 국회에 전달했다.

왕복 4차로 자동차전용도로로 계획된 이 구간이 완공되면 전주 시가지 통과 교통을 우회시켜 교통 정체를 완화하고, 인접 시·군 간 물류 이동 효율을 높여 지역경제 활성화에 기여할 것으로 기대된다.

김성수 전주시 도시건설안전국장은 “완주 상관~전주 색장 구간은 전북 중부권 광역 교통망을 완성하는 핵심 사업”이라며 “관·정·연 공조를 통해 예비타당성조사 통과와 국가계획 반영을 이끌어내겠다”고 밝혔다.

Jeonju City, in preparation for the preliminary feasibility study of the outer ring road from Wanju Sanggwan to Jeonju Saekjang, has launched a concerted effort with Jeollabuk-do Province, local members of the National Assembly, and the Jeollabuk Research Institute.

This section serves as the final connecting axis of the outer ring road linking Jeonju and Wanju. Once completed, it will form a 51.5km long Jeonju outer ring road network. The outer ring road is evaluated as a key transportation infrastructure that disperses urban traffic to the outskirts, alleviating traffic congestion and enhancing accessibility between neighboring cities and counties.

Currently, the Wanju Sinri to Jeonju Yongjeong-Yongjin 37.5km section is open and operational, while the Jeonju Yongjin to Uwa (Saekjangdong) 9.9km section is under construction with a target completion date of 2029. However, the 4.1km section from Wanju Sanggwan to Jeonju Saekjang has not yet commenced, leaving the outer ring network incomplete.

Jeollabuk-do Province and Jeonju City have jointly proposed since 2022 to incorporate this section into the 6th national and local road construction plan as an alternative national highway bypass road. As a result, it was selected as a project for the comprehensive preliminary feasibility study by the Ministry of Economy and Finance in January 2025. Currently, the Ministry of Economy and Finance and the Korea Development Institute (KDI) are conducting the preliminary feasibility study, with the approval being seen as a crucial step for project advancement.

In response, local members of the National Assembly are explaining the necessity of the project to the Ministry of Land, Infrastructure, and Transport and the Ministry of Economy and Finance, requesting policy support. The Jeollabuk Research Institute is strengthening the feasibility from the perspective of establishing a metropolitan transportation system and national balanced development. The Jeonju City Council has adopted a proposal urging swift progress and has forwarded it to the government and the National Assembly.

Once completed as a four-lane expressway, this section planned as a car-only road is expected to divert traffic away from downtown Jeonju, easing traffic congestion and increasing the efficiency of logistics movement between neighboring cities and counties, contributing to regional economic revitalization.

Kim Sung-soo, Director of Urban Construction Safety at Jeonju City, stated, "The Wanju Sanggwan to Jeonju Saekjang section is a crucial project for completing the central region's metropolitan transportation network in Jeollabuk Province," adding, "Through cooperation among government, administrative bodies, and research institutes, we will lead the passage of the preliminary feasibility study and its integration into national plans."
