【전북교육신문】새만금 상시 해수유통 운동본부는 28일 오전 10시 전북특별자치도청 현관 앞에서 기자회견을 열고 새만금 환경생태용지를 관통하는 도로계획 철회와 대안적 새만금 기본계획 수립을 촉구했다.
이날 단체는 “새만금 개발 과정에서 해창갯벌 핵심 서식지가 훼손될 우려가 크다”며 환경영향평가의 부실성을 강하게 비판했다.
운동본부는 특히 저어새와 황새 등 법정보호종의 집중 도래 시기인 8~10월 현지 조사가 누락된 채, 조류 활동이 상대적으로 적은 7월 한 차례 조사만 진행됐다며 “보여주기식 조사로 개발 면죄부를 주려는 것”이라고 주장했다. 이어 “문헌상 39종 이상의 법정보호종이 확인되고 있음에도 구체적인 서식지 보호 대책 없이 대체서식지 조성 논리만 반복하고 있다”고 지적했다.
또한 새 도로 건설 대신 기존 시설을 활용하는 대안을 제시했다. 단체는 “이미 남북로가 건설된 상황에서 신규 도로의 경제성과 효율성이 낮다”며 “기존 잼버리 방수제 도로를 연결·활용하면 국가 예산을 절감하면서도 광활한 갯벌 경관을 보전할 수 있다”고 밝혔다.
이와 함께 새만금 기본계획의 전면적인 재검토도 요구했다. 운동본부는 “40~100년이 걸리는 무리한 매립 대신 주변 지역 활용 중심으로 개발 방향을 전환해야 한다”며 “사업 기간과 비용을 3분의 1 수준으로 줄일 수 있다”고 주장했다.
이어 기후위기와 해수면 상승 문제를 고려한 상시 해수유통 관리수위 조정 필요성을 강조하고, 새만금 신공항 대신 전주-인천공항 간 1시간 30분대 고속철도 구축을 통해 전북권 전체 교통망을 강화해야 한다고 제안했다.
아울러 해창갯벌 생태·경관자원에 대한 재조사와 주민 주도형 관광사업 검토, 도민과 농민이 이익을 공유하는 ‘영농형 태양광’ 확대 방안 마련도 촉구했다.
운동본부는 “새만금 개발은 단순 토목사업이 아니라 미래 세대의 환경과 지역경제를 함께 고려하는 방향으로 전환돼야 한다”며 “환경 파괴를 최소화하고 지역 주민과 상생하는 대안적 개발계획 수립이 필요하다”고 밝혔다.
