【전북교육신문】새만금개발청(청장 문성요)은 현대차그룹의 9조 원 규모의 투자를 적기에 지원하고 새만금이 대한민국 ‘지방주도성장’의 첫 번째 성공 모델로 자리 잡을 수 있도록 관세청(청장 이종욱)과 긴밀한 협력체계를 구축하기로 했다.
문성요 청장은 24일 새만금개발청에서 이종욱 관세청장과 만나 지난 5월 정부가 마련한 ‘새만금‧전북 대혁신 테스크 포스(TF) 종합지원계획’의 후속 조치로 종합보세구역의 신속한 확대 지정과 관세 분야 기업 지원 강화 방안을 논의했다.
양 기관은 현대차그룹의 대규모 투자를 시작으로 새만금에 제2, 제3의 기업 투자가 이어질 수 있도록 종합보세구역의 확대 지정 등을 통해 세제 혜택을 신속하게 제공해야 한다는 데 뜻을 모았다.
새만금 국가산단 1‧2‧5·6공구(8.1㎢, 245만평)는 지난해 2월 종합보세구역으로 지정되어 운영 중이며, 이번에 추가로 지정하는 방안을 검토하기로 했다.
종합보세구역에 입주한 기업은 관세 등 세금이 유보된 상태로 외국 물품을 수입하여 보관·가공·수출할 수 있게 된다.
특히, 수출 시에는 관세 면제 혜택, 국내 반출 시에는 원료 또는 제품에 대한 관세를 선택하여 적용할 수 있는 등 파격적인 세제 혜택을 누릴 수 있어 우리 기업의 글로벌 경쟁력이 강화될 것으로 기대된다.
이와 더불어 새만금개발청과 관세청은 새만금지역에 더욱 많은 외국인 투자기업과 국내 첨단기업들이 유입될 수 있도록 차별화된 관세행정 지원 방안에 대해서도 논의했다.
관세청은 새만금 국가산단을 특별히 지원하기 위하여 관세행정 전담팀을 내년 초에 신설하고, ‘관세행정 1:1 맞춤형 컨설팅’을 통해 새만금 입주 희망 기업이 종합보세구역 혜택과 통관 절차를 안내받도록 지원할 계획이다.

The Saemangeum Development Agency (Director Moon Sung-yo) has decided to establish a close cooperative system with the Korea Customs Service (Director Lee Jong-wook) to timely support Hyundai Group's 900 billion won investment and position Saemangeum as the first successful model of 'local-led growth' in South Korea.
Director Moon Sung-yo met with Director Lee Jong-wook at the Saemangeum Development Agency on the 24th to discuss follow-up measures to the 'Saemangeum-Jeonbuk Innovation Task Force (TF) Comprehensive Support Plan' formulated by the government in May. Both institutions agreed to swiftly provide tax benefits through the expansion designation of the comprehensive bonded area to facilitate subsequent investments by other companies following Hyundai Group's large-scale investment in Saemangeum.
The Saemangeum National Industrial Complex Zones 1, 2, 5, and 6 (8.1 km², 245,000 pyeong) were designated as comprehensive bonded areas in February last year and are currently operational. They have decided to consider additional designation options this time.
Companies located in the comprehensive bonded area can import foreign goods for storage, processing, and export with duties and taxes deferred. Particularly, they can enjoy radical tax benefits such as duty exemption upon export and the option to choose the applicable duty for raw materials or products upon domestic export, enhancing the global competitiveness of our companies.
