【전북교육신문】전북특별자치도는 「농지법 시행령」 개정·시행에 따라 일정 요건을 갖춘 농업인 등이 농업진흥지역 내에서도 카페·빵집 등 휴게음식점을 설치할 수 있게 됐다고 25일 밝혔다.
이번 제도 개선은 농업인이 직접 생산한 농산물을 체험·판매와 연계해 농업 외 소득을 창출하고 농촌융복합산업을 활성화하기 위해 마련됐다. 특히 지난 2월 전북자치도에서 열린 타운홀미팅에서 제기된 현장 건의사항이 제도개선에 반영된 사례라는 점에서 의미가 있다.
개정된 「농지법 시행령」에 따르면 농업진흥지역 내 휴게음식점은 개인 농업인·어업인 또는 농촌융복합산업 사업자 인증을 받은 농업법인·어업법인이 설치할 수 있다. 다만 농촌융복합산업 사업자 인증을 받지 않은 일반 농업법인은 대상에서 제외된다.
설치하는 휴게음식점은 본인이 경영하는 농지·산림·축사·어장이나 농수산물 가공·처리시설 등을 체험하는 시설이어야 하며, 인근에 실제 경영하는 농지 등이 위치해야 한다.
판매하는 음식과 음료도 본인이 생산한 농수산물을 주된 원료로 조리·제조한 제품이 중심이 돼야 한다. 수입산 원두를 사용한 커피 등 직접 생산하지 않은 원료를 활용한 제품은 부가적으로 판매할 수 있다.
시설은 총 부지면적 1,000㎡ 미만이어야 하며, 비농지 또는 농지전용허가를 받은 농지에 설치할 수 있다.
도는 이번 제도 개선으로 농업인이 직접 생산한 농산물을 카페·빵집 등과 연계해 판매하거나 체험 프로그램을 운영하는 등 농업의 부가가치를 높이고 소득원을 다각화할 수 있을 것으로 기대하고 있다.
민선식 전북자치도 농생명축산산업국장은 “현장에서 제기된 농업인의 애로사항이 실제 제도개선으로 이어져 직접 생산한 농산물을 활용한 다양한 소득활동이 가능해졌다는 점에서 의미가 있다”며 “농업인들이 제도의 취지와 요건을 정확히 이해하고 활용할 수 있도록 시·군과 함께 적극 안내하겠다”고 말했다.
한편, 휴게음식점 설치를 희망하는 농업인 등은 설치 주체와 체험시설, 입지, 시설 규모, 농지전용 등 관련 요건을 사전에 확인해야 하며, 자세한 사항은 해당 농지 소재지 관할 시·군 농지 담당 부서에 문의하면 된다.

The province expects that through this system improvement, farmers will be able to increase the added value of agriculture by selling products or operating experience programs that integrate their directly produced agricultural products with cafes and bakeries, thereby diversifying their sources of income.
Min Sun-sik, Director of the Agriculture and Livestock Industry Division at Jeollabuk Province, stated, "It is significant that the agricultural workers' concerns raised on-site have led to actual system improvements, enabling various income-generating activities using directly produced agricultural products." He added, "We will actively guide the farmers in understanding and utilizing the purpose and requirements of the system accurately in collaboration with city and county governments."
