【전북교육신문】전북특별자치도는 26일 국회 의원회관 제2세미나실에서 강원특별자치도, 제주특별자치도, 세종특별자치시와 함께 민선 9기 출범 이후 첫 ‘대한민국 특별자치시도 행정협의회 정기회의’를 개최했다.
이번 회의는 정부의 ‘5극 3특’ 국가균형발전 정책에 맞춰 특별자치시·도의 발전 방안을 모색하고 권한과 제도적 기반 확대를 위한 공동 대응방안을 논의하기 위해 마련됐다.
회의에는 이원택 전북특별자치도지사와 우상호 강원특별자치도지사, 위성곤 제주특별자치도지사, 조상호 세종특별자치시장이 참석했다.
4개 시·도지사는 5극과 3특이 경쟁 관계가 아닌 국가균형발전을 함께 이끄는 성장축이라는 데 뜻을 모으고, 지역별 특성과 강점을 살릴 수 있도록 균형 있는 지원이 필요하다고 강조했다.
이어 ‘대한민국 특별자치시도 공동성명서’에 서명하고 정부와 국회에 특별자치시·도에 대한 실질적인 지원 확대를 촉구했다.
공동성명에는 5극과 3특의 균형 있는 발전, 권한이양·재정지원·규제혁신·특례 확대, 행정수도 완성을 위한 행정수도특별법의 2026년 내 조속한 제정 등이 담겼다.
전북자치도는 앞으로 강원·제주·세종과 권한이양과 규제혁신, 특례 확대 등 공동 현안을 발굴하고 정부와 국회에 제도 개선을 공동 건의할 계획이다.
이원택 지사는 “5극과 3특이 함께 성장하는 국가균형발전을 위해 특별자치시·도 간 연대를 강화하고, 도민이 체감할 수 있는 실질적인 권한과 제도적 기반 확충에 힘을 모으겠다”고 말했다.
