【전북교육신문】전북특별자치도는 16일 전북테크비즈센터에서 ‘전북특별자치도 물관리 현안 대응 세미나’를 개최하고, 변화하는 물관리 여건과 도내 주요 현안을 점검하며 향후 정책 대응방향을 논의했다.
이날 세미나에는 국가물관리위원회와 금강 및 영산강·섬진강 유역물관리위원회 위원을 비롯해 전북도 물관리위원회 위원, 전북물포럼 기획위원, 한국수자원공사, 한국농어촌공사 등 관계기관과 전문가 40여 명이 참석했다.
최근 기후변화로 가뭄과 집중호우가 반복되면서 안정적인 수자원 확보와 공급의 중요성이 높아지고 있다. 도는 이러한 여건 변화에 대응해 안정적인 용수 확보 방안을 모색하고, 주요 물관리 현안에 대한 정책 대응력을 높이기 위해 이번 세미나를 마련했다. 먼저 전북자치도는 새만금 첨단산업 용수 확보 대응 현황을 공유하고, 안정적인 용수공급 기반 마련을 위한 그간의 추진상황과 향후 계획을 설명했다.
이어 정용 원광대학교 교수는 ‘전북자치도 물관리 이슈점검 및 대응전략’을 주제로 전북을 둘러싼 물관리 여건과 정책 동향을 진단하고 주요 이슈별 대응방향을 제시했다.
정 교수는 물관리 정책과 제도 변화에 능동적으로 대응하기 위해 지역의 물 이용 여건과 수요를 객관적인 자료를 토대로 지속적으로 점검하고, 주요 국가계획과 정책 수립 과정에 지역 여건이 충분히 반영될 수 있도록 체계적인 대응이 필요하다고 강조했다.
이어진 자유토론에서는 전북대학교 곽동희 교수를 좌장으로 국가·유역·도 물관리위원과 관계기관, 전문가들이 기후변화에 따른 수자원 공급 여건과 전북의 주요 물관리 현안에 대한 대응방안을 논의했다.
특히 안정적인 용수 확보와 변화하는 물관리 여건에 효과적으로 대응하기 위해 국가·유역 물관리위원회와 관계기관 간 긴밀한 협력체계를 구축하고, 지역 현안을 국가 물관리 정책과 계획에 적극 반영해 나갈 필요가 있다는 데 의견을 모았다.
도는 이날 제시된 의견과 건의사항을 향후 물관리 정책에 활용하는 한편, 국가·유역 물관리위원회 및 관계기관과 정책협력을 강화해 안정적인 용수공급 기반을 마련해 나갈 계획이다.
이순택 전북자치도 환경산림국장은 “기후변화로 가뭄과 집중호우가 반복되면서 물을 안정적으로 확보하고 공급하는 것이 더욱 중요해지고 있다”며, “계절에 관계없이 필요한 용수를 안정적으로 확보할 수 있도록 다양한 방안을 모색하고, 관계기관 및 전문가와 함께 전북의 물관리 현안에 체계적으로 대응해 나가겠다”고 말했다.

On the 16th, Jeonbuk Special Self-Governing Province held a seminar on "Jeonbuk Special Self-Governing Province Water Management Issues Response" at the Jeonbuk TechBiz Center, discussing the changing water management conditions, major issues within the province, and deliberating on future policy responses.
The seminar was attended by around 40 participants, including members of the National Water Management Commission, the Geum River Basin and Yeongsan River·Seomjin River Basin Water Management Committees, Jeonbuk Province Water Management Committee, Jeonbuk Water Forum Planning Committee, Korea Water Resources Corporation, Korea Rural Community Corporation, and other related agencies and experts.
Due to recent climate change leading to recurring droughts and heavy rainfall, the importance of securing and supplying stable water resources has increased. In response to these changing conditions, the province organized this seminar to explore ways to secure stable groundwater and enhance policy responses to major water management issues.
Initially, Jeonbuk Province shared the current status of securing advanced industrial water resources in Saemangeum and explained the progress and future plans for establishing a stable water supply base.
Professor Jung Yong from Wonkwang University then discussed the water management issues and response strategies for Jeonbuk, diagnosing the water management conditions and policy trends surrounding Jeonbuk and proposing response directions for major issues.
Professor Jung emphasized the need for active adaptation to changes in water management policies and systems, stressing the importance of systematically responding by objectively examining the region's water usage conditions and demands based on factual data to ensure that regional conditions are adequately reflected in major national plans and policy-making processes.
During the subsequent open discussion, led by Professor Kwak Dong-hee from Jeonbuk University, members of the national, basin, and provincial water management committees, related agencies, and experts discussed response strategies to water supply conditions and major water management issues in Jeonbuk resulting from climate change.
Particularly, it was agreed that establishing a close cooperation system between the national and basin water management committees and related agencies is necessary to effectively respond to securing stable water resources and changing water management conditions, and actively reflecting regional issues in national water management policies and plans.
The province plans to utilize the opinions and suggestions presented during the seminar in future water management policies, while strengthening policy cooperation with the national and basin water management committees and related agencies to establish a stable water supply base.
Jeonbuk Province's Director of the Environmental and Forestry Department, Lee Soon-taek, stated, "Securing and supplying water stably has become more critical due to climate change causing recurring droughts and heavy rainfall," adding, "We will explore various measures to secure the necessary water stably regardless of the season, and systematically respond to Jeonbuk's water management issues in collaboration with related agencies and experts."
